ACA International continues to monitor state and city updates and remains available as a resource for members during this difficult time of fast-moving and often ambiguous regulatory change. In addition, our team maintains regular direct and indirect communications with state and federal regulators to receive up-to-the-minute guidance on industry-relevant orders and emergency regulations, which we parse and report on at regular intervals.
ACA Convention Goes Virtual in July
As ACA International plans our 2020 Virtual Annual Convention and Expo with new and exciting options for members and accounts receivable management industry (ARM) professionals, we are looking for speakers to provide an extra boost to the two-day online event July 15-16. Daily Huddle

David A. King, president of Number Sentry, will present on the latest in call blocking and labeling data Thursday, May 14. The facts are in: Carriers and app-providers disproportionally block outbound calls placed by the accounts receivable management (ARM) industry. King will look at a recent study that measured exactly who is labeling and blocking your calls and to what extent this is happening. King will also offer tips on how ARM professionals can protect outbound calls and increase your call completion rates.

Here are the latest updates on state guidance:
New York
Gov. Andrew Cuomo has said at least three regions, likely in upstate New York, are ready to open beginning May 15, according to a news release. The state’s stay at home restrictions are currently in effect until May 16.
ACA expects the governor’s office to release additional updated orders to the public this week. A Guide to Reopening New York is available online.
Ohio
Ohio Gov. Mike DeWine has extended the state’s stay at home order through May 29, however announcements are expected soon on his plan for reopening certain operations within the state, including retail services, businesses and shopping malls.
The order adds exceptions for businesses and services that will be allowed under the state’s Responsible RestartOhio plan.
The National Governors Association has multiple resources available on COVID-19 in the U.S. and actions in states and territories in response to the pandemic. Members are encouraged to check the chart for their state updates while ACA will continue to highlight specific changes for the industry on a regular basis. Virginia
Gov. Ralph Northam on Tuesday issued an executive order allowing specific localities in the northern Virginia region near Washington, D.C., to delay entering Phase One of the state reopening schedule to 11:59 a.m. May 28, 2020, according to a press statement. Other areas of the state may begin entering Phase One Friday, May 15. The executive order may be accessed here.
Washington, D.C.
Mayor Muriel Bowser on Wednesday extended the city’s stay at home order to June 8. For additional information and to view the city’s “Situational Update,” click here.
ACA’s advocacy team is also watching for updates in Arizona, Delaware and Vermont.
In Nevada, the Department of Financial Institutions said its guidance for collection agencies will remain in effect through at least May 15. ACA has been in touch with the department to provide updates to members as soon as possible.
