Bad faith implies conscious wrongdoing involving a dishonest purpose or moral obliquity. A defendant’s conclusory argument in support of its motion for sanctions against a consumer, without more, was not enough to meet the defendant’s burden of demonstrating that the consumer acted in bad faith or engaged in harassment at the time of filing his complaint
