Within smaller agencies promotion, as many currently associate it to mean progression into a higher level position may not always be available. The question comes into mind of what are our leaders doing to be more effective for their teams if they are not developing in order to be in a higher level role. Are our leaders repeating the same 2 years of their work careers over and over? What if professional development were more viewed as promotion within ones current role rather than promotion into a new role?
