ACA International continues to monitor state and city updates and remains available as a resource for members during this difficult time of fast-moving and often ambiguous regulatory change. In addition, our team maintains regular direct and indirect communications with state and federal regulators to receive up-to-the-minute guidance on industry-relevant orders and emergency regulations, which we parse and report on at regular intervals.

ACA Convention Goes Virtual in July

As ACA International plans our 2020 Virtual Annual Convention and Expo with new and exciting options for members and accounts receivable management industry professionals, we are looking for speakers to provide an extra boost to the two-day online event July 15-16. Coronavirus Aid Package

Members of the U.S. House of Representatives started sharing drafts of priorities for the next package of coronavirus aid for consumers and businesses. ACA is continuing discussions concerning any proposals that could impact the accounts receivable management industry

The Monthly Economic Crisis Support Act, introduced by U.S. Sens. Kamala Harris, D-Calif., Ed Markey, D-Mass., and Bernie Sanders, I-Vt., last week would provide $2,000 in monthly payments to individuals, depending on income. Discussions about the focus of the next package are continuing in both chambers and it is expected that a House draft could be released by later this week. This would be a marker for negotiations with the Senate.

ACA continues to advocate to ensure that the industry’s role in providing consumer benefits is considered in these proposals.

For members interested in learning more about advocacy and action on Capitol Hill in the coming months, register for the Washington Insights Livestream set for June 3.

Here are the latest updates on state guidance:

Forty-six states are in some form easing their restrictions on stay at home orders and business closures. Many state orders are set to expire Friday, May 15, and ACA will provide updates on those states, including extensions or modifications of the orders.

The National Governors Association has multiple resources available on COVID-19 in the U.S. and actions in states and territories in response to the pandemic. The resources include a chart summarizing state actions and business re-openings, which often not directly impact the accounts receivable management industry. Members are encouraged to check the chart for their state updates while ACA will continue to highlight specific changes for the industry. The National Governors Association chart is also available on ACA’s COVID-19 state resources webpage.

Rhode Island

Gov. Gina Raimondo signed a new executive order lifting the state’s stay at home order and allowing the limited reopening of noncritical retail stores and offices with capacity and social distancing limits in place. The new order remains in effect until May 23. Under the order, "employers must still encourage working remotely to the greatest extent possible."
