Under the FDCPA, a debt collector is prohibited from communicating with most third parties in connection with the collection of a debt. The potential of third party disclosure is high when a debt collector sends a consumer a written communication through a mail service, as the parcel will pass through many hands before reaching the consumer. Due to this potential risk, the FDCPA further regulates what may appear on a debt collection envelope.
